The Cross-border Exchange of Health Data

Allows healthcare professionals in other countries to access and view a patient's key medical information in their local language.

 

The cross-border summary of patient health data allows transmitting a summary of the patient's most important medical data to a health care professional in another country and to display these data translated into the doctor’s own language.

The solution, which simplifies the work of doctors and other healthcare workers, enables access to the summary of health data of a foreign citizen in case of an unforeseen need. If a person has been in an accident and is not adequate for long explanations or does not know the local language, the doctor can get primary information about their critical health data and ensure better quality treatment.

The cross-border Patient Summary service addresses several important issues, including:

  • Safety: A unified and reliable database minimizes the risk of misdiagnosis and inappropriate prescribing as doctors can see a patient’s complete medical history.

  • Easy access to data: Patients' health information is readily available across different countries, allowing doctors to quickly review a patient’s medical history.

  • Continuity of care: Individuals traveling or living in different countries can ensure their treatment continues without interruption as healthcare providers can access relevant information about previous care.

  • Efficiency: Rapid and straightforward data sharing reduces the time doctors spend gathering and analyzing information, enabling quicker and more effective treatment decisions.

  • Diversity in healthcare: Promoting collaboration among different countries’ healthcare systems helps create a more integrated and efficient European healthcare landscape.

The data exchange service takes place over the secure OpenNCP platform (a subproject of The eHealth Digital Service Infrastructure ), which is developed and managed by the European Union. To join the service, countries must create digital readiness and interface their local systems with this platform. Industry62 implemented the integration platform in Estonia. In addition, we prepared the Patient Summary service in the central Health Information System in Estonia and developed a new portal for doctors to view the Patient Summary of patients from other countries.

25 European countries have joined the project and will implement the services according to their national capabilities. Countries that are not yet part of the project can join the data exchange network in the future. The general goal is to realize a service covering the whole of Europe. Currently, the service is implemented and in daily use between 11 countries.
